Obama: more jobs stay in US?

As a result of the recent financial crisis, high tech companies, large and small, are pushing more and more work offshore to keep the costs low. There are lot of talks and discussions around job losses in US but how do you think Obama should “change” that? How do you think we can change that?
I am personally hoping Obama’s team can find better ways for us to play and compete in the global market. IMO in the immediate term, training and educating unemployed on the next generation green technologies, wind/solar/… to help them re-enter the workforce would be a good start. What do you think?
